Sweden, General Elections, 13 September 2026: ODIHR Needs Assessment Mission Report

Report of a needs-assessment mission to Sweden on 5–7 May 2026, not a post-election observation report. All interlocutors expressed confidence in the election administration, and most considered an observation activity unnecessary; ODIHR did not recommend deploying one. It records 2025 amendments making the Election Authority coordinator of election protection, requiring prompt incident reporting and formalising observer accreditation; the requirement to take ballot papers from behind a screen, which contributes to secrecy but lengthens voting and causes queues, with a parliamentary inquiry weighing a single or neutral ballot; concerns about online threats and harassment of candidates, especially women and minority candidates, including deep fakes and the October 2025 resignation of the Centre Party leader citing threats; expected AI-generated content and foreign interference; and a party-finance law adopted on 16 June 2026 that takes effect on 1 July 2027. Election Review Board decisions are final, with no deadline set for them.
