Analyzing Bolivia's 2020 General Elections - Final Report

Report of the Carter Center's electoral expert team on the re-run held on 18 October 2020. It records that the official results certified a first-round victory for Luis Arce and David Choquehuanca of MAS-IPSP with 55.1%, that overall turnout including out-of-country voting was 88.42% and the second-highest ever recorded, and that the official aggregation took a record five days and was reliable and transparent, with results published down to polling-station level alongside a high-quality scan of each original results form. It notes that all citizens aged 18 and over must vote, with penalties waived for those aged 70 or more and for citizens abroad; that the voter registry has been biometric and permanently updated since 2009; that seven constituencies are reserved for indigenous peoples; that Bolivians voted from 70 cities in 29 countries with 301,631 voters registered abroad; and that the domestic networks Observa Bolivia and Observacion Ciudadana de la Democracia deployed more than 2,000 and 180 observers respectively. It reports the resulting legislature as 20 women among 36 senators (55.6%) and 62 women among 130 deputies (47.7%), and recommends that the tribunal consider abandoning the preliminary results system and relying from the outset on the legally provided official count.
