October 2021 Coordinated Inauthentic Behavior Report

Meta Platforms · November 1, 2021

Meta removed a cross-government troll farm it attributed to the government of Nicaragua and the FSLN: 937 Facebook accounts, 140 Pages, 24 Groups and 363 Instagram accounts. About 585,000 accounts followed one or more of the Pages, about 74,500 had joined one or more of the Groups and about 125,000 followed one or more of the Instagram accounts, and around 12,000 US dollars had been spent on advertising. Meta said the operation was run primarily by employees of the Nicaraguan Institute of Telecommunications and the Post (TELCOR) from the postal service headquarters in Managua, with smaller clusters run from the Supreme Court and the Nicaraguan Social Security Institute, and that it had operated across Facebook, TikTok, Instagram, Twitter, YouTube, Blogspot and Telegram since April 2018, targeting domestic audiences. The network was removed under Meta's policy against foreign or government interference; Meta named no foreign actor.
