OAS Observation Mission to electoral process in Haiti ends two year work with report of findings and recommendations

Presenting its report on the 2015-2017 Haitian electoral cycle to the OAS Permanent Council, the mission reported deploying 504 observers of 27 nationalities on five occasions since June 2015 and found gradual improvement in electoral organisation, citing new voting-booth partitions, tighter control of party representatives and new indelible ink. Chief of Mission Juan Raúl Ferreira identified low turnout and the absence of any mechanism to publish preliminary results within a reasonable time as continuing problems, and the mission recommended creating two separate permanent bodies, one for electoral organisation and one for electoral justice.
