“An official-looking announcement declares a different winner”

The most direct attack on a result is to publish a false one that looks authoritative and hope it is repeated before it is checked. Attackers who compromised Ukraine’s Central Election Commission in 2014 prepared a fabricated results page naming a different winner; it never reached the official display, but the figure was broadcast anyway on Russian state television. The count itself was unaffected — Ukrainian ballots are paper, counted by hand and delivered physically — and the published official result matched the count. The forgery’s value to its authors lay entirely in being quoted.
