Republic of Bulgaria, Early Parliamentary Elections 9 June 2024: ODIHR Election Expert Team Final Report

ODIHR's assessment of the election held four and a half months before the October 2024 vote, under the same legal framework. It records that the Interior Ministry had opened 88 investigations into potential vote-buying by 6 June 2024 and had conducted raids in Roma neighbourhoods, warns that such measures could have adversely affected campaigning or voting there and that public debate on vote-buying tends to portray Roma falsely as the source of the problem, and notes that 9,346 voting machines were used in the country and 245 abroad, with voters free to choose paper or machine.
