Bulgaria, Early Parliamentary Elections 19 April 2026: ODIHR Needs Assessment Mission Report

ODIHR records that it was invited to observe the 27 October 2024 election but, after careful consideration, informed the authorities that it was not in a position to deploy an election observation activity. It sets out the Constitutional Court recount of 2,204 of 12,879 polling stations, some 17 per cent: discrepancies with the Commission's final results in 46.75 per cent of the 1,768 stations where valid votes were re-counted and 35.78 per cent of the 436 where invalid ballots were checked, with the most misattributed votes concerning DPS-New Beginning (1,110), GERB (452) and Vazrazhdane (108), and 59 Velichie votes not counted. It also reports, citing the Commission, that 63 of 11,626 polling stations required to have CCTV provided no live feed or recording in October 2024. The report cites the ruling as decision No. 13 of 13 March 2025; the Court's own act page and the State Gazette give it as Decision No. 1 of 13 March 2025 on constitutional case No. 33/2024.
