Secretariat for Strengthening Democracy of the OAS General Secretariat Reiterates the Findings of the Electoral Integrity Analysis of 2019 in Bolivia

Responding to the University of Salamanca study commissioned by Bolivia's Attorney General, the OAS says the study addressed only IT questions, was conducted remotely long after the election by a team without electoral experience using data supplied by the commissioning body, and that its authors did not meet the OAS team or other actors. It argues the study nonetheless confirms core OAS findings: two servers outside the planned TREP infrastructure, an environment that did not preclude manipulation by users with root privileges, redirection of traffic outside the tribunal's control, and the destruction of records. It quotes the study's lead author saying the work was restricted to analysing the databases and did not cover the whole electoral process.
