“Foreign interference changed the vote totals in Moldova’s 2025 parliamentary election”

Not established. The interference and illicit-financing findings are substantial, but they do not establish changed vote totals. ODIHR described election day as well organised and transparent despite concerning security incidents, and the Constitutional Court confirmed the results.
