Electoral Integrity Analysis, General Elections in the Plurinational State of Bolivia, October 20, 2019 - Final Report

A 95-page report with separately published annexes, produced under an agreement signed with the Bolivian government on 30 October 2019 by a team of 36 specialists and auditors of 18 nationalities that began work on 1 November and collected information through 9 November. It reports that the TREP was frozen when 83.76% of tally sheets had been verified, out of 89.34% already transmitted; that data was diverted to two servers named BO1 and BO20 outside the electoral tribunal's declared infrastructure, with more than 1,400 tally sheets processed through BO20 after the TREP restarted; that 226 of 4,692 sampled tally sheets (4.8%) from 86 polling stations in 47 municipalities appeared to have two or more sheets from one station completed by the same person, carrying 38,001 valid votes of which 91% (34,718) went to MAS; that an unknown number of tally sheets and more than 13,100 voter rolls were burned; and that the final 5% of the count broke sharply from the earlier trend. Its conclusion is that the manipulations and irregularities found do not allow certainty as to Morales's margin over Mesa. Its reproduction of the official count table records final figures of 47.08% (2,889,359 votes) for MAS and 36.51% (2,240,920) for Comunidad Ciudadana, a gap of 10.57 points or 648,439 votes, at 100% counted on 25 October 2019.
