Bosnia and Herzegovina, General Elections, 2 October 2022: ODIHR Election Observation Mission Final Report

ODIHR assessed the 2 October 2022 general elections as overall well organized and competitive but found that universal and equal suffrage is still not guaranteed, that the secrecy of the vote was often compromised by polling station layout, and that the count was negatively assessed in every fifth polling station observed. It records that the CEC ordered a recount at some 20 per cent of polling stations because of incorrect or missing results protocols, and a control count of all votes cast in the Republika Srpska presidential race, after which Milorad Dodik lost some 2,400 votes and Jelena Trivic gained some 500 against a preliminary gap of about 29,000. It also finds that the High Representative's amendments imposed on election night, after polls closed, challenged legal certainty. The mission deployed 482 observers from 46 participating States and reports final results for every race.
