SC declares Khushal Kakar returned candidate in NA-251

Counsel for Khushal Khan Kakar produced the Forms 45 for ten polling stations and argued that Form 48, the consolidated statement, understated his tally by about 100 votes at each of the ten while increasing those of the rival candidate Syed Samiullah; Justice Afghan observed that whoever devised the formula appeared to have adjusted figures by 100 votes consistently. The Election Commission's representative acknowledged the authenticity of the Forms 45 produced. The Court declared Kakar the returned candidate and directed the Commission to notify him.
