Observing the Observers: The OAS in the 2019 Bolivian Elections

Jake Johnston and David Rosnick argue that the OAS final report rests on flawed statistical analyses and incorrect assumptions and that, while it identifies real problems in the management of the election, it presents no evidence that those irregularities altered the outcome or were part of an attempt to do so. The study records that the tribunal announced preliminary results at about 19:45 with 83.85% of votes processed and Morales 7.9 points ahead, that the legally binding official count continued without interruption, and that the final official margin of 10.56 points was consistent with the preliminary results. It states explicitly that it is not intended to validate the 20 October results.
