Special issue no. 7712 of the Official Journal, publishing Law no. 2024-09 of 13 March 2024. Adopted by the National Assembly on 6 March 2024 and promulgated on 13 March, the law amnesties all acts capable of criminal or correctional qualification committed in Senegal or abroad between 1 February 2021 and 25 February 2024 that relate to demonstrations or have political motives, including acts committed through any medium of communication and whether or not their authors had been tried. It remits the associated penalties, lifts the resulting civic and political disqualifications, preserves third-party rights, bars officials from recording amnestied convictions in official documents, and gives the Dakar Court of Appeal jurisdiction over disputes on its application. Its stated purpose is to calm the political climate and strengthen national cohesion.
