The EU mission, which deployed 32 long-term and 76 short-term observers and watched voting in 729 polling stations across 78 of 161 districts, found election day generally peaceful but the count and tabulation marked by anomalies, serious flaws and an acute lack of transparency. Observers recorded deliberate invalidation of opposition votes, fraudulent alteration of polling results in favour of the ruling party, results manipulation at district tabulation, and vote totals differing significantly across the three simultaneous elections in at least seven districts, always favouring FRELIMO; in four locations observers were asked to leave tabulation centres. It records the Constitutional Council's reduction of Daniel Chapo from 70.67 to 65.17 per cent and of FRELIMO from 195 to 171 of 250 seats, 51 inauthentic Facebook and 23 inauthentic Instagram accounts of which 68 supported Chapo, and post-election protests that left over 300 people dead on a Plataforma Decide tally. The report is not internally consistent on turnout: it gives presidential participation as 42.16 per cent in the executive summary and results chapter but 43.3 per cent in the voting chapter, and its Annex 1 reproduction of the commission's provisional table is misaligned between candidates and vote counts.
