Official NAMFREL Statement on the Issues Raised on the Results of the 2022 National and Local Elections

NAMFREL, an accredited citizens' arm of COMELEC since 1983, responds to fraud allegations built on the recurrence of the private IP address 192.168.0.2 in the raw files COMELEC published. It agrees that the address was extensively recorded, but states that the reception logs and raw files show no proof that a secret local area network acted as a man-in-the-middle device, that pre-programmed vote-counting machines generated fabricated results, that such a network carried more than 20,000,000 votes from 39,512 machines to the transparency server within an hour of the close of polls, or that fabricated or spurious election returns existed. It stands by its final report's observation that it “did not observe any anomalies in the automated counting of votes and electronic transmission of election results in the 2022 National and Local Elections”. It concludes that the issues raised are rooted in “the non-transparent automated election system and the lack of transparency in its implementation”, and calls on COMELEC to publish the transmission logs of the three telecommunications service providers and other automated-election-system data. The statement does not address the system hash-code question raised in NAMFREL's earlier report.
