States that the elections scheduled for 9 October 2016 were postponed to 20 November after Hurricane Matthew, which caused 546 deaths and affected some 2.1 million people; that 27 presidential candidates competed and turnout was estimated at 21 per cent; and that on 3 January 2017 the Provisional Electoral Council released final results after the National Electoral Tribunal ruled out massive fraud, giving Jovenel Moïse 55.60 per cent of 1,062,839 valid votes ahead of Jude Célestin (19.57), Jean-Charles Moïse (11.04) and Maryse Narcisse (9.01).
