Latvia, Parliamentary Elections, 1 October 2022: ODIHR Election Assessment Mission Final Report

ODIHR's eight-expert election assessment mission found the elections competitive and pluralistic, professionally administered, with most interlocutors expressing full confidence in the process. It records 1,829 candidates on 19 lists, turnout of 59.41 per cent, ballot scanners in about 75 per cent of polling stations with reported reliability near 99 per cent for the party mark and 90 per cent for preferential votes, 81 out-of-country polling stations in 42 countries plus postal voting, and four post-election complaints all dismissed by the commission with two unsuccessful Supreme Court appeals. It also records that by 30 September 2022 the media regulator had restricted 132 television channels and 226 websites. Priority recommendations address commission capacity, restrictions on candidacy, criminal defamation and the absence of a legal basis for citizen and international observation.
