Because of a lack of capacity the Central Election Commission cannot resolve shortcomings known for years

Three months before the 14th Saeima elections the State Audit Office reported on its audit of the Central Election Commission's 2021 accounts. It found that the commission's administrative and support functions rested on 12 staff, creating bottlenecks in budget planning, procurement and contract management, and that procuring all election system modules from a single supplier, SIA SOAAR, deepened rather than reduced dependency. The Saeima election module's cost rose from a planned EUR 363,000 to EUR 1.16 million, and the commission paid at least EUR 40,000 to equip supplier staff for remote work during a three-month period. The audit also found that no institution holds responsibility for voter engagement policy, noting turnout of 34 per cent in the 2021 municipal elections.
