FAFEN Preliminary Election Observation Report of General Election 2024

Free and Fair Election Network (FAFEN) · February 10, 2024

FAFEN deployed 5,664 accredited observers to 22,656 polling stations, about 25 per cent of the 90,675 stations set up in the 265 National Assembly constituencies where polling took place, and based this report on returns from 3,534 observers at 12,177 polling stations in 262 constituencies plus observation of the preparation of preliminary results in all 265 returning officers' offices. It found voting and counting at polling stations largely free of controversy, but concluded that the Commission's delay in preparing and announcing preliminary results 'overshadowed an otherwise orderly election, raising questions about the credibility of the election outcome', and that the caretaker government's suspension of cellular and internet services undermined the statutory results management reforms. Most of FAFEN's own observers could not transmit reports because of the same suspension.
