The EU expert mission found polling day on 20 November 2016 largely trouble-free but the centralisation of results contested: 11.42% of presidential polling-station returns were excluded from the preliminary count, against 6.31% to 7.09% for the legislative races run at the same stations and over 20% in the Nord and Nord-Est departments. Only six of nine CEP councillors signed the preliminary presidential result, while the final result of 3 January 2017 was adopted unanimously. It records the electoral register at 6,189,160 voters and official turnout at 21.09% computed only over compiled polling stations, and notes that the EU High Representative had found the annulment of the October 2015 first round to run counter to the conclusions of the EU observation mission.
