Developments and news in the electoral system

Election Authority page, published 27 August 2026, on the legal changes applied for the first time at the elections of 13 September 2026. The Authority gains responsibility for supporting and coordinating the protection of elections, including a national situation picture and an incident-reporting system; municipalities, county administrative boards and missions abroad must report incidents such as deviations from the rules or attempts to obstruct voting or manipulate votes as soon as possible, and the public can report incidents too. Observers from national and international organisations may be accredited. In advance voting a digital voter list replaces paper checklists, each envelope receives a code that is scanned and linked to the voter’s record, and the premises are equipped with a computer and scanner, while voting itself stays on paper ballots. Digital voter lists are also piloted at a small number of election-day polling stations.
