General Election 2023: Independent review of counting errors - Our recommendations

The recommendations chapter of the Auditor-General's review sets out seven recommendations to the Electoral Commission: review all vote counting and quality assurance checks and controls to address gaps and vulnerabilities; review and update standard operations manuals and instructions to clarify quality control activities and accountability for them; complete the end-to-end description of the election process and its interdependencies and identify the controls that support it; review personnel requirements, recruitment and training of election workers and contingency planning for staff unavailability, system outages and fatigue; review hardware requirements so electorates have sufficient technology; review the information technology systems supporting the election process; and enhance risk identification and continue to apply programme and project management disciplines throughout the election period.
