Proportional representation to a 240-seat unicameral National Assembly, with a 4% threshold and preferential voting within party lists. The president is elected separately for a five-year term, in two rounds, and the office is largely ceremonial.

Bulgaria has changed the mechanics of its own elections more often than almost any other EU member state — compulsory voting introduced and struck down, machine voting mandated, withdrawn and restored across successive cycles. That churn is itself the integrity story: rules altered close to a vote leave less time to test them, and each change gives a losing side a ready-made grievance whether or not anything went wrong.

Voters are entered automatically on rolls drawn from civil registration and identify themselves with a national ID card. There is no advance or postal voting; electors abroad vote in person at designated missions and polling stations, whose number has itself been a recurring political dispute.

- 1879Ausweitung
The Tarnovo Constitution gave the vote to men aged 21 and over — broad male suffrage by the standards of the day, in a newly autonomous principality.
- 1937Ausweitung
Limited municipal suffrage for women: married women, widows with children, and women with secondary education aged 21 and over. Voting was obligatory for men but optional for women, and women could not stand as candidates.
- 1938Ausweitung
The franchise was extended to parliamentary elections, still restricted by marital status, education and age, leaving most women without a vote.
- 1944Ausweitung
Decree No. 4 of the Fatherland Front government established universal and equal suffrage regardless of sex, education or marital status — though the elections it applied to were not competitive.
- 1990Reform
The first competitive multi-party elections since the 1940s, for a Grand National Assembly that went on to write the 1991 constitution.
- 2017Reform
The Constitutional Court struck down compulsory voting, unanimously, ruling that removing persistent non-voters from the electoral roll breached the constitution. It had been in force since May 2016.

Voting has alternated between paper and machines with a printed paper record across recent cycles, sometimes changing within a year of a vote. The Central Election Commission administers elections; disputes over the result are decided by the Constitutional Court.
Wissenswertes
- Compulsory voting lasted less than a year. Introduced in May 2016, it was referred to the Constitutional Court by the national ombudsman and struck down unanimously in February 2017.
- EU institutions have repeatedly identified Bulgaria's information environment as among the most exposed in the union to Russian-aligned messaging — which is why the campaign, rather than the count, is where this database expects pressure to show.
