Manufactured Legitimacy: Fake Observers at Russia's 2026 State Duma Elections

Statement published on 21 September 2026 by the European Platform for Democratic Elections, a network of citizen election-observation organisations. It says the election took place without independent organised oversight after the dissolution of Golos and the imprisonment of its co-chair, and that OSCE/ODIHR was not invited. From open-source research it identified, by 21 September, 36 people whom Russian state media presented as international observers or experts praising the process while voting was under way, out of more than 1,100 foreign observers announced by the Central Election Commission, among them officials of electoral bodies in Pakistan, Mali and Madagascar and members of a new Moscow-based organisation, IAPEE. EPDE finds that the endorsements preceded any full assessment, were not supported by a transparent methodology, and extended to the occupied Ukrainian territories.
