It reports that COMELEC put the final number of machines that broke down on election day at 1,310, under 1% of the 106,174 deployed; that the random manual audit led by the Legal Network for Truthful Elections found 99% of audited ballots read accurately while PPCRV's parallel count matched 98.6% of validated printed returns; and that the ‘constant 47% ratio’ between the two leading candidates reflects the law of large numbers, a pattern also observed in 2013 and 2016. It further records that NAMFREL's December 2022 report on the 2022 polls noted that the vote-counting machine system hash code shown at a demonstration did not match the one published at the second final trusted build; that the testing firm Pro V&V attributed the difference to a typographical error made when the hash value was entered manually into the certification documents; and that NAMFREL's written request to COMELEC for the underlying documentation and an independent verification of all hash codes had not been granted as of publication. Averia noted that those citing the report omitted its conclusion that NAMFREL observed no anomalies in the count.
