A ballot's chain of custody is the documented, unbroken trail that accounts for it from the moment it is cast until it is counted, stored, and eventually destroyed. Seals, sign-offs, two-person rules, and running tallies mean any ballot added, removed, or swapped leaves a visible gap in the record.

Georgia, United States, 2020。

The journey of one ballot, link by link

  1. 1

    Cast and captured

You mark your ballot and place it in a sealed box or scanner. From this instant it is an accountable item: the polling station logs how many ballots were issued, spoiled, and returned, so the totals can later be reconciled.

  2. 2

    Sealed and signed

When voting closes, ballots and equipment are secured with numbered tamper-evident seals. The seal numbers are written into a custody log and countersigned, usually by officials representing more than one party.

  3. 3

    Transported under watch

Sealed containers move to a counting or storage centre under a documented handoff — often two people and, where the law allows, party observers who can follow the ballots the whole way.

  4. 4

    Reconciled on arrival

Before counting, officials confirm the seals match the log and that the number of ballots matches the number of voters recorded. A mismatch is flagged and investigated, not quietly absorbed.

  5. 5

    Counted against the record

Ballots are counted, and the result is checked against the paper: a recount re-tallies them, a risk-limiting audit hand-checks a sample. Both are only possible because custody preserved an intact paper record.

  6. 6

    Retained, then destroyed

Ballots are stored under seal for a legally fixed retention period so late challenges and audits can still reach them. Only after that window closes are they destroyed, again under a logged, witnessed procedure.

Can someone swap or add ballots after I have voted?

Not without leaving a trace. Every transfer is sealed and logged, ballots are counted against the number of recorded voters, and observers can follow the containers. Adding or removing ballots breaks a seal number, a signature, or a reconciliation total — all of which are documented and checkable.

What actually is a ballot chain of custody?

It is the continuous, written record of who held the ballots, when, and under what seal, from casting to final destruction. Its purpose is not to hide ballots but to make every handoff accountable, so any interference shows up as a gap in the record.

What happens to my ballot after the election is over?

It is stored under seal for a legally set retention period — often 12 to 22 months — so recounts, audits, and court challenges can still examine it. When that period ends, ballots are destroyed under a logged, witnessed procedure.

Who watches the ballots between voting and counting?

Election officials bound by written procedures, usually working in pairs, plus — in most democracies — accredited observers from competing parties and independent missions. Their overlapping presence is what makes a quiet, unobserved handoff hard to arrange.
