Each New Zealand voter has two votes: one for a local electorate candidate and one for a political party. The party vote largely determines each party's share of seats in a normally 120-member House of Representatives. Enrolment is compulsory for eligible citizens and permanent residents, but casting a vote is voluntary.

Eligible people must enrol, but voting is not compulsory. Ordinary voters do not need identification at the polling place. Advance voting is broadly available; overseas eligibility and voting methods are governed by residence and return-to-New-Zealand rules.

Election-night counts are preliminary. Returning officers conduct the official count after election day, including special votes, and official results are published only after reconciliation and checks.
