Argentina 2023 General Election

Sergio Massa of Union por la Patria led the 22 October 2023 first round with 36.78% to Javier Milei's 29.99%, and Milei won the 19 November run-off with 55.65% against Massa's 44.35% in the judicial definitive count. The case is documented here because La Libertad Avanza alleged large-scale fraud after the first round, pointing to roughly 1,700 polling stations that recorded zero votes for Milei in the provisional count. The National Electoral Directorate traced those tables to 1,544 telegramas that never arrived in time, the same pattern appeared for the other two leading tickets, and as of the day before the first-round definitive count concluded no appeal questioning the validity of any polling station's count had reached the National Electoral Chamber. It was also the last national election run under Argentina's party-supplied ballot, which Congress replaced with a state-printed single ballot in 2024.

Published turnout figures for the first round differ: the state results portal reports 76.53% for the provisional count, the press reporting of the definitive count cited here gives 77.04%, and the accredited observer report cited here gives 77.6%; the definitive-count tables themselves are not published through the state results portal, which carries the provisional count only, so the definitive figures shown here are taken from Argentine reporting of the Justicia Nacional Electoral's announcements. The same 22 October vote also renewed 130 seats in the Chamber of Deputies and 24 in the Senate, which are counted district by district and are not represented in this national presidential table.

    The counts were 1,675 tables for Juntos por el Cambio, 1,669 for La Libertad Avanza and 1,652 for Union por la Patria, out of 7,061 tables where at least one force showed zero. The three counts tracked one another district by district: in Buenos Aires province the figures were 695 tables for Bullrich, 702 for Milei and 708 for Massa; in Salta 186, 180 and 174; in the City of Buenos Aires 112, 112 and 113. National Electoral Director Marcos Schiavi said 1,544 tables could not be tallied at all in the provisional count because their telegramas did not arrive in time, which produces a zero for every candidate on those tables.

For 2023 the provisional count went to Indra after a tender whose draft specification was published a month early and drew 75 comments from parties, technology firms and civil society. The definitive count of the first round concluded on 2 November 2023, and the run-off count in the last days of November once Buenos Aires province, 40% of the roll, completed its tally. As of 1 November 2023 no appeal questioning the validity of any polling station's count had reached the National Electoral Chamber from any party. The definitive-count tables are not published through the state results portal, which carries the provisional count only, so the definitive figures on this page rest on Argentine reporting of the electoral justice system's announcements rather than on the court's own publication. Accredited domestic observers reported orderly openings and generally well-run counting, but were not allowed to stay for the close of voting, which limits how far independent observation can speak to the counting stage. International observation missions of the OSCE, EU or OAS type were not part of this election.
