An influence operation is a coordinated, deceptive effort to shape what people believe or do — usually by hiding who is really behind it. In elections that means fake accounts, front media, and borrowed identities pushing a message in concert, not a single viral post. The tell is the coordination and the concealment, not the content itself.

What is the difference between an influence operation and normal campaigning?

Deception about identity. A party running ads under its own name is normal campaigning, even if the ads are one-sided. It becomes an influence operation when the actor hides or fakes who they are — inventing personas, impersonating locals, or posing as independent media — to make coordinated messaging look like organic, unconnected voices.

What is coordinated inauthentic behaviour?

It is the term platforms use for the core violation: networks of fake accounts working together to mislead people about who is behind them and what they are doing. The judgement is made on the behaviour — the coordination and fakery — not on the content or ideology of what is posted.

Do influence operations actually change election outcomes?

Rarely in any measurable way, and the effect is routinely overstated. They can raise the salience of an issue, deepen existing divisions, and pollute a news cycle, but demonstrating that they moved votes is very hard. Treating every operation as decisive is its own kind of misinformation.

Are influence operations always foreign?

No. The techniques — fake accounts, front outlets, coordinated posting — are identical whether the operator is a foreign state, a domestic PR firm, or a political campaign. Foreignness matters for law and attribution, but the mechanics of the deception are the same.
