Decision Enacting the Law on Amendments to the Election Law of Bosnia and Herzegovina

The second High Representative decision of election day, signed in Sarajevo on 2 October 2022 alongside Decision 06/22 and identified by the Constitutional Court of Bosnia and Herzegovina as Decision 07/22. Issued by Christian Schmidt under Article V of Annex 10 to the Dayton Peace Agreement, it enacted on an interim basis, until the Parliamentary Assembly adopts them, amendments to Chapter 9A and Articles 10.10, 10.12, 10.13 and 10.16 of the BiH Election Law, changing the number of delegates and the allocation formula for the House of Peoples of the Federation of Bosnia and Herzegovina elected by cantonal assemblies so that each constituent people and the Others hold one seat in every canton, adding fallback thresholds for nominating the Federation President and Vice-Presidents, and adding Central Election Commission procedures for filling seats left unfilled. The amending law was published in Official Gazette of BiH 67/22 and was upheld, together with the Federation constitutional amendments, in Constitutional Court case U-27/22.
