Found that the 31 October and 21 November rounds failed to meet a considerable number of OSCE commitments, documenting failures of vote secrecy, unauthorised persons in polling stations, voters bussed between polling stations, ballot box stuffing, forged absentee voting certificates and multiple voting, and implausibly high turnout figures. Recorded that the CEC announced turnout in Donetsk region exceeding 96 per cent and that, during the Supreme Court proceedings, it emerged that Donetsk turnout figures had been increased on occasions after the close of polls. Assessed the 26 December repeat round as substantially closer to international standards, while noting that of 33,075 precinct protocols published, 736 still showed turnout above 99 per cent.
