Definition
The confidence label attached to every finding here — confirmed, corroborated, alleged, contested or debunked — with the standard for each published rather than implied.

Attribution
The process of assigning responsibility for an operation to an actor. It comes with a stated confidence level and is rarely a simple certainty.
Confirmed versus alleged
The distinction this database refuses to blur: an allegation entered into a record is not a finding, however often it is repeated or however senior the person repeating it.
