Turnout anomaly
Definition
Turnout that departs sharply from comparable units or from plausible bounds — a prompt to examine records, never on its own a finding of falsification.

A pattern in election data that looks unusual. It can justify examination but is not, by itself, evidence of fraud.
Turnout
The share of eligible voters who cast a ballot — comparable only against the same denominator, since registered-voter and voting-age-population bases differ substantially.
Ballot stuffing
Inserting extra ballots into the count — visible in reconciliation failures and in turnout that exceeds plausible bounds at individual stations.
