Haiti 2016 Presidential Election Re-run

Jovenel Moïse won in the first round on 20 November 2016 with 55.60% of 1,062,839 valid votes, on turnout the Provisional Electoral Council put at 21.09%. The vote was a re-run: an independent verification commission reported on 29 May 2016 that complete case files existed for only 294 of the 3,235 tally sheets in its national sample from the 25 October 2015 first round, that about 40% of the valid votes cast that day were untraceable, and that the process had been marked by serious irregularities and massive fraud, and it recommended restarting; the Council cancelled that round and issued a new calendar on 6 June 2016. The re-run was itself postponed from 9 October to 20 November after Hurricane Matthew. The three runners-up challenged the count; the national electoral disputes tribunal verified 1,560 tally sheets, found irregularities but no massive fraud, and the Council proclaimed final results on 3 January 2017.

These are the final results proclaimed by the CEP on 3 January 2017, after the national electoral disputes tribunal (BCEN) verified 1,560 tally sheets, set aside 70 of them and ordered 8 more to be counted. Percentages are shares of the 1,062,839 suffrages exprimés, which is ballots cast less spoiled ballots; blank ballots are counted inside that total, so it is not purely a count of votes for candidates. None of the other candidates on the ballot reached 1%.

    The 25 October 2015 presidential first round was cancelled after an official verification commission found the documentary chain of custody had broken down and concluded the process had been marked by massive fraud.

    CIEVE verified a national sample of 3,235 polling-station tally sheets and found complete case files for only 294 of them, no partial voter list in 90.6% of files and no signature list in 12.4%. It recorded 29% of votes cast outside the signature list against only 3.6% of the absentee minutes (procès-verbaux de carence) those votes required, and put untraceable votes at 628,000, about 40% of the 1,560,631 valid votes - 448,000 cast without the required absentee minute plus an estimated 180,250 recorded against identity-card numbers it judged false. It concluded that the process had been marked by serious irregularities, grave inconsistencies and massive fraud, held the CEP, the vote tabulation centre, the electoral registry directorate and polling-station staff responsible, and recommended restarting the process. The CEP accepted the recommendation and issued a new calendar on 6 June 2016.

The UN Secretary-General reported that the 20 November vote was held in a largely peaceful and orderly manner despite post-hurricane conditions, with 67 minor security-related incidents. The EU expert mission found polling stations opening on time with material available and better-trained staff, and credited the CEP renewed in March 2016 with real improvements in transparency, accreditation control and tabulation-centre procedure. The OAS mission, which deployed 504 observers of 27 nationalities across the 2015-2017 cycle, likewise reported gradual improvement in electoral organisation while flagging low turnout and the absence of any mechanism for publishing preliminary results within a reasonable time. Both missions located the weakness of this election not in the polling but in the compilation of results and in a dispute system that sits inside the electoral council with no external review.
