Mozambique - March 2025, Global State of Democracy Tracker

International IDEA · March 2025

The tracker records that on 5 March 2025 the government signed a national dialogue agreement with eight opposition parties that excluded Venâncio Mondlane, and that on 24 March 2025 Mondlane met President Daniel Chapo and the two committed to ending post-election violence which by the end of February had killed over 350 people. The agreed measures included state medical assistance for victims, compensation for families of the dead and amnesty for arrested protesters; an update to the entry notes that on 22 July 2025 Mondlane was charged with five offences including incitement to terrorism, carrying a maximum of 30 years. The entry gives no source for the figure of over 350 deaths.
