ODIHR and the OSCE Parliamentary Assembly announced that Russia had decided not to invite OSCE observers to the March 2024 presidential election, denying voters an impartial and independent assessment — the second national election in a row, after the 2021 Duma vote, that the OSCE was unable to observe in Russia.
