Romania TikTok Amplification Operation, 2024

Romanian TikTok astroturfing campaign · Călin Georgescu amplification network

A coordinated TikTok campaign artificially promoted presidential candidate Călin Georgescu through high-volume engagement and concealed influencer recruitment before Romania's annulled November 2024 first round. The campaign structure is documented; its sponsor and any foreign state direction remain unproven.

VIGINUM documented methods used to manipulate recommendation systems and structures that contacted influencers without transparent political disclosure. TikTok reported removing tens of thousands of inauthentic accounts, and the European Commission opened Digital Services Act proceedings concerning the platform's election-risk controls. VIGINUM expressly stated that its report did not characterize the activity as foreign digital interference. Linking Georgescu as the promoted candidate therefore does not establish that he directed the network, and the operation concerned campaign conduct rather than alteration of the vote count.
