A persistent pro-Russian information-manipulation set that seeds fabricated reports impersonating media and institutions, then amplifies them through coordinated accounts and directly pressures journalists or fact-checkers to investigate the fakes. VIGINUM treats Matryoshka, Storm-1679 and Overload as public names for the same wider set.

VIGINUM documented at least 90 operations by June 2024 and assessed the campaign as foreign digital interference. During France's 2026 municipal election period, it attributed seven false-report operations to Storm-1679 and Matryoshka, including claims that security conditions would prevent safe voting. The same reporting assesses the operation's ability to shape target opinion as very limited; visibility and effect must not be inferred from output volume.
