Vladimir Putin
President of Russia since 2012 and from 2000 to 2008. Constitutional amendments adopted in 2020 reset his term limits, and in March 2024 he was declared re-elected with 87.28% in a three-day vote that OSCE/ODIHR was not invited to observe and that the European Parliament found was neither free nor fair.

Declared winner of the 15–17 March 2024 presidential election with 87.28% of the announced vote at a record reported turnout of 77.44%. The vote was held without OSCE observation, in an environment the European Parliament described as lacking any credible competition, and was also conducted in occupied territories of Ukraine.
