Georgia, Parliamentary elections, 26 October 2024 — ODIHR final report

Found the elections procedurally well-organised but marked by a tense environment, frequent compromises of vote secrecy and reports of intimidation and pressure on voters, particularly public sector employees. Quantified potential compromises to vote secrecy in 24 per cent of observations from how ballots were inserted into boxes, 12 per cent from how voters marked them and 7 per cent from polling station layout; recorded tracking of voters outside polling premises in 10 per cent of observations and by party representatives inside in 7 per cent, group or family voting in 4 per cent, and credible reports of vote buying. Recorded that a legally mandated recount of 366 randomly selected precincts confirmed 91 per cent of initially reported results, and that appeals against the results to the CEC, the courts and the Constitutional Court were dismissed, with the handling of complaints failing to provide an effective remedy.
