ODIHR needs assessment for Sweden's 2022 general elections

This was a pre-election needs assessment, not a post-election observation report. ODIHR reported broad stakeholder confidence in the legal framework and election administration, noted possible improvements in ballot management, media oversight and campaign-finance transparency, and did not recommend deploying an observation activity.
