Olaf Scholz
German chancellor from 2021, elected in a federal election held on hand-counted paper ballots with postal voting accounting for close to half of all votes cast. The campaign period was preceded by the Ghostwriter operation, which German authorities publicly attributed to Russian state actors and which targeted the accounts of federal and state parliamentarians.
