Decision Enacting Amendments to the Constitution of the Federation of Bosnia and Herzegovina

Decision 06/22, signed in Sarajevo on 2 October 2022, the day of the general elections and after polls closed. High Representative Christian Schmidt enacted 30 amendments to the Constitution of the Federation of Bosnia and Herzegovina, numbered CX to CXXX, changing the composition of the Federation House of Peoples to 80 delegates (23 from each constituent people and 11 from among the Others), the method by which cantonal assemblies elect them, the procedure and deadlines for electing the Federation President and Vice-Presidents and for nominating Constitutional Court judges, and narrowing the vital-interest veto. The stated grounds were the three and a half years the Federation had gone without forming governments after the 2018 elections and the non-implementation of the 2016 Ljubic decision.
