CGE U.S. 2024 AI Disinformation Operation

Center for Geopolitical Expertise U.S. election operation

A GRU-backed influence operation in which the Moscow-based Center for Geopolitical Expertise used generative AI, manipulated video and a network of imitation news sites to circulate false material about candidates in the 2024 U.S. election.

The U.S. Treasury found that, since at least 2024, a GRU officer and CGE affiliate directed CGE Director Valery Korovin and other CGE personnel, and that the GRU provided CGE and a network of U.S.-based facilitators with financial support to build and maintain an AI server, to maintain a network of at least 100 imitation news websites, and to help pay the rent on the apartment housing the server. Treasury also described a manipulated video carrying baseless allegations about a vice-presidential candidate. The sanctions record establishes the operation and attribution; it does not quantify authentic audience reach, persuasion or any effect on the certified result.
