Șor Network Moldova Election Operations, 2024–2025

A Russia-linked political-financing and influence network centered on Ilan Șor that used Promsvyazbank transfers, hierarchical field organizers, Telegram instructions and coordinated information activity around Moldova's 2024 presidential election and EU referendum, with related PSB, Taito and Telegram infrastructure investigated again before the 2025 parliamentary election.

Moldovan police documented accounts opened at the sanctioned Russian bank Promsvyazbank for members of Șor-affiliated parties, ruble transfers through its PSB application, and a large recruitment structure intended to influence the 2024 referendum and candidate choice. Before the 2025 parliamentary election, police again investigated Șor-affiliated organizers and alleged transfers through PSB, the Taito application and Telegram coordination. The Council of the European Union separately stated that Șor financed vote buying and disinformation in the 2024 election. The 2025 police record describes an ongoing investigation, not convictions; together the sources establish recurring infrastructure but do not quantify vote effects or prove direct Kremlin command of every component.
