A Russia-linked political-financing and influence network centered on Ilan Șor that used Promsvyazbank transfers, hierarchical field organizers, Telegram instructions and coordinated information activity around Moldova's 2024 presidential election and EU referendum.
Moldovan police documented accounts opened at the sanctioned Russian bank Promsvyazbank for members of Șor-affiliated parties, ruble transfers through its PSB application, and a large recruitment structure intended to influence the referendum and candidate choice. The Council of the European Union later stated that Șor financed vote buying and disinformation in the 2024 election. These sources establish the network, Russian financing channels and pro-Kremlin purpose; they do not by themselves prove direct Kremlin command of every component, and no authoritative source quantifies how many votes were cast because of payments.
