Moldova 2025 Parliamentary Election
September 28, 2025
Moldova's Party of Action and Solidarity retained a parliamentary majority with 50.20% and 55 of 101 seats. ODIHR found a competitive election, professional administration and a calm, transparent election day, but said foreign interference, illicit financing, cyber-attacks and widespread disinformation undermined the process. Police investigations also documented a Șor-affiliated financing and disinformation network using sanctioned Russian banking channels before the vote.

What is not established
- Result falsificationDebunked
The interference and financing findings do not establish changed vote totals. ODIHR described election day as well organized and transparent, despite a number of concerning security incidents, and the Constitutional Court confirmed the results.
- Foreign interferenceAlleged
The cited sources do not quantify how many votes, if any, were changed by illicit payments, cyber-attacks or disinformation. Documented attempts and measurable electoral effect are separate questions.
Process assessment
ODIHR found that the election administration prepared professionally and efficiently and that contestants campaigned freely, while serious foreign-interference and legal-remedy concerns affected the wider process.
