Verdict

The opposition published scanned tally sheets from 81.7% of polling stations, collected by its accredited witnesses, showing Edmundo González with 67% of the vote to Maduro's 30%. The Carter Center examined the published actas and found they displayed security features consistent with genuine CNE-issued tally sheets; independent statistical analyses of both datasets concluded the CNE's announced result was implausible-to-impossible given the actas. The CNE itself never published disaggregated polling-station results that could substantiate its announcement, despite Venezuelan law requiring it. The government's claim that the actas were forged or the product of a cyberattack was made without supporting evidence, and no proof of any hack has been produced.
