Observation of the 2024 Presidential Election in Venezuela — final report
The Carter Center · February 2025
The final report documents that the CNE never published polling-station results and cancelled three post-election audits, while the opposition-published actas from 81.7% of polling stations (González 67.1%, Maduro 30.4%) made the announced CNE result 'statistically impossible' even in the most extreme scenario. The Center verified the actas' security elements and transcription accuracy, concluding the election showed the 'apparent falsification of the outcome'.
