ODIHR uznał obie tury wyborów prezydenckich oraz referendum za dobrze przeprowadzone i stwierdził, że kandydaci prowadzili kampanię swobodnie mimo bezprawnej zagranicznej ingerencji i aktywnej dezinformacji, a administrację wyborczą ocenił jako profesjonalną i bezstronną.
